US lawyer suggests condition under which anti-Russian sanctions could be lifted

A prominent American lawyer says the only way for international sanctions against Russia to be lifted is for President Putin to turn himself in to Western authorities in the Hague. That's according to Stephen Rapp, who previously served as the US ambassador at large for war crime issues.
